Was the 2-year delay to the North-South Corridor project avoidable?

For a project as massive and complex as the North-South Corridor, could some of the challenges causing a delay have been anticipated? The Corridor - which began construction in 2018 and includes 12.3km of underground tunnel - will now open in phases from 2029 instead of 2027. This is due to unexpectedly challenging ground conditions, said the Land Transport Authority. According to Dr David Ng from The Institution of Engineers Singapore, some surprises are inevitable and the full picture may only emerge once construction gets underway.
